I can't give you the "Best" bait but i can give you a few things that I have used in the past on coons and it worked on fox as well as things I am currently using for fox.
1. Jack Mackeral in a PVC Set or a Dirt Hole Set. 2. Ground Fish of some sort in a set, 3. Fish oil on a tuft of grass in a dirt hole. 4. Ground up scrap venison mixed with Castor and tainted 5. Ground up meat (pretty much any kind) mixed with Paul Dobbins bait solution mixed according directions 6. Gland lures in a mouse hole set 7. Castor lures (like back breaker) shoved into a mouse hole set.

There are a lot of good commercial baits out there but there is not one that works great for everyone. I prefer to use lures as opposed to baits but tainted ground hog, mouse, muskrat, or beaver would work. If you use "food" scraps you are gonna catch more possums than fox.
