Well with the cold weather you are not going to be able to age and taint your meat so it will obviously be somewhat fresh so it will not be " loud" like baits made during the summer and aged.
At this time of the year I would use what I could find. fish , beaver , muskrat, nutria, venison, cracklings, just give him something to work for.
A good easy way to make a good bait is to get you some of Paul Dobbins bait solution. Mix as directed with your meat of choice and you will have a good bait.
